The revenues for the gambling drops for the first time in 30 years

According to a report from Nelson A. Rockefeller Institute of Government, for the first time in thirty years, the gambling has witnessed a major drop. Both the local and state government gambling profits came down 2.8% between July 1st 2008 and July 1st 2009. It has happened for the first time that the profits had come down in three decades. This news is even worse for those states which are completely dependant on the profits made by gambling like West Virginia.

Only Nevada depends mainly on the profits made by gaming in order to pay their expenditures. The luck of West Virginia is far much better as compared to the other states; it experienced a fall of 2.2 percent. John Musgrave who is the Lottery Director said that his agency is going over four percent of their profit targets although he admitted that the gambling profits has came down.

Making use of the lotteries and gaining operations in order to increase profits is controversial because some of the experts see both as excise on the poor. They are also taking into consideration that gambling is identified as an addiction. But it has been found that gambling is much safer method of increasing the profits as compared to increasing the taxes. There are so many states which have either accepted or expanded gambling lately, to assist in raising profits.

But it has been found that not everybody gained success. The Supreme Court of Ohio turned down the effort of Gov. Ted Strickland to permit slot machines as racetracks through legislation. The court gave a decision that the constitution of the state needs the voters to pass the alterations in the policy.

With this verdict, the West Virginia breathed easy given a bulk of people who regularly come to their gambling establishments from outside of the state. But there is another aspect that with gambling becoming more common, state gambling profits will probably come down as more out of state players get gambling choices nearer to their home.

The gambling profits made up over nine percent of the state budget. But the authors of reports said that the profits of gambling do not increase fast enough to match the current costs. The report from Rockefeller said that the spending on education and different programs will increase more quickly as compared to the gambling profits over time.
